First off, is your other cat outside all of the time or is he an inside/outside cat? If he's primarily outside and the new cat is going to be primarily inside then there really shouldn't be a problem there. If they are going to be interacting then introductions must be done carefully. How young is this kitten? If it is young then things should go relatively well. If he's a little older (8 or 9 months or so) then you will have to keep them separate for a while while they get used to each other's scents.
As for the dogs. The puppy should be fine. If they grow up together then chances are they will never have a problem. Has your other dog ever been around your cat? How do they interact? That will give you a good idea how it would be with a kitten. Just be careful, some dogs have a high prey drive (or play drive) and see a kitten as a furry little meal or toy.
The issue with the birds is a tough one. It's almost impossible to tell whether or not a cat will want to eat the birds or just watch at a distance. You may be able to teach a kitten not to see birds as a meal, but instinct is instinct and it wont go away so you'll always have to be careful. Keep the birds separate if at all possible. If not, then only let the birds out of their cages when the cat is in another room or under extremely close supervision. I have had birds and cats and there really weren't many problems other than one of my cats trying to get the birds through the cage. We solved this problem by shutting the door to the room they were in at night.
Good luck

| Is your outdoor cat neutered? Hope so, otherwise you're probably a breeder of cats too and you don't know it! Hopefully you will get the kitten neutered. The cats are more likely to get along with each other if they are fixed. We've always had a big assortment of pets -- it's just recently that we only have cats (4). With dogs and birds and cats and whatever else, you have to always know what's going on, where everybody is and keep an eye on things -- as long as you are able to do that, everybody gets along just fine. Just when I think my cat is human, he turns around and acts like an animal!

| That bird issue is a tough one, not only because of the fact that cats like to hunt birds, but also that birds are not always afraid of cats. In fact, some of the larger birds (such as parrotts or owls) are aggressive toward a cat.

As long as everyone is spayed/neutered in the house you will have a lot less problems. Kittens can be neutered as young as 2 months old, but I prefer them to be 3-4 months old.
I do hope your friend will keep the kittens together with mom for a good 10-12 weeks old. They need important social adjustment during that time and if taken too soon, can develop bad social habits with other pets.
If the kitten is completely tailless, be aware that you could have future problems with the cat peeing/pooping. Many tailless cats don't have all the muscles for control and wind up with elimination problems at some point in time.

You said the kitten is only a month old? That is way too young to be taking it away from its mother. It's probably still nursing and most likely has never seen dry food. That means you'll have to wean it yourself. Not only that, but it's illegal to sell or give away kittens before 8 weeks of age. My advice to you is to either tell your friend that the kitten needs to stay with its mother for another month or, if your friend wont hear reason, take the kitten before someone else does and be prepared to take on a whole lot more work. You will need to buy some kitten milk (they have it at places like walmart) and you'll have to mix small amounts of wet food in with it so that the kitten can eat it. Slowly add more food as the kitten gets used to it. I've had kittens before and they weren't fully weaned until they were 6 weeks old. They still need their mother after that to teach them proper grooming and how to interact with other animals. This is why I strongly suggest you tell your friend to keep it for a few more weeks.
