| Eugene - "in heat" means that she's ready to become a mama-kitty and wants to find a daddy-kitty. If you haven't had her spayed and don't want to find homes for a litter of babies, you'll need to be very careful to keep her indoors at all times. It's not pleasant for her or for you, and not being spayed does increase her risk for certain types of cancer and for pyometra - a nasty and sometimes fatal infection - so if you don't want her to have babies, you'll probably want to get her spayed as soon as possible. Will your vet let you make payment arrangements? Is there a shelter near you - sometimes they offer low-cost spay/neuter clinics. Otherwise, she'll continue to cycle in and out of heat every few weeks.

why don't you look into these mobile petclinics, they spay and neuter animals for low cost.
That I think, would be your only low cost option.
Keeping her indoors, while she is in heat is torture for you and the cat, due to the fact that she will cry and moan, and wonder about the house , this goes on for days.
So how much do you value your sleep ?
Something to think about.

Some communities offer free spay and neuter programs. Check them out. Also, consider Care Credit; it enables you to make payments over time for procedures. Check to be sure your vet is a member of Care Credit; this helps with not only vet bills, but medical, dental, and vision for humans as well. www.carecredit.com . Read over the whole site; it even has instructions on convincing your vet/dentist/doctor/eye care professional to become a member of Care Credit. You can also look for a Care Credit participating health care provider near you, or see if your health care provider is a member. I found out my dentist and my vet are members.

we all have given some very good advice, there is nothing more we can do, let's hope she takes it and makes the best of it for her cat sake.
